capabilities through the use of digital electronics. However, this must be accomplished
in an environment of limited budgets and with a microelectronics industry being
driven by the needs of consumer electronics, not defense electronics.

Topic: U-30 Tow Tractor
Synopsis:
The U-30 Tow Tractor has a minimum Gross Vehicle
Weight of 100k lbs, tows aircraft weighing up to 850k lbs, and has a draw bar
pull of 72k lbs. The U-30 is the
largest of the AF tow tractors. The
U-30 is four-wheel steer and four-wheel drive, and is constructed with an
all-welded, one-piece frame structure.
The primary intended use of this tow tractor is to tow larger military
aircraft such as the C-5 and C-17.
The U-30 is procured locally via a 5 year requirements contract, 1-basic with
four 1-year options, using a commercial item description and is funded with BP82
dollars from the using MAJCOM’s.
The current contract will expire 23 May 11.

Topic: Reverse Engineering Contract
for 25K Aircraft Cargo Loader
Synopsis: The Halvorsen 25K
Aircraft Cargo Loader is a self-propelled cargo transporter loader. The Air Force intends to acquire
Contract Logistics Support (CLS) for the Halvorsen weapon system under a FAR
15 contract. The contractor will provide total
lifecycle support of the Halvorsen 25,000 pound capacity aircraft cargo
transporter/loader, a designated Air Force weapon system. Reverse engineering is required as
the Air Force does not possess the lower level specifications, engineering
drawings, and manufacturing drawings for the Halvorsen loader. This CLS contract will be an
integrated system-level performance-based logistics (PBL) effort. The contractor will provide a broad
range of support for a fleet of 407 deployed Halvorsen loaders, with potential
growth to a fleet of 538.

Topic: Diesel Engines and
MIL-PRF-83133 JP8 Fuel In Transition (Informational topic)
Synopsis: Department of Defense
(DOD) Directive 4140.25 states that Jet Propulsion 8 (JP-8) will be the
military’s primary fuel. The
North Atlantic Treaty Organization’s Standard Agreement (NATO
STANAG 4362) declares that JP-8 will also be the single battlefield fuel for
NATO forces. Fischer-Tropsch is now included in the specification for JP-8.
The
EPA is requiring Ultra Low Sulfur Diesel or S-15 containing less than .0015% or
15 parts per million (ppm) of Sulfur be utilized for all vehicles and is not
compatible with the JP-8 specifications.
Managing a single fuel instead of multiple fuels greatly reduces the complexity
of planning for operations. Using a single battlefield fuel is safer than using
multiple fuels. JP-8 is the fuel of choice for the DoD and will be a fuel
requirement in new procurements for military vehicles and generators. What can

Sustainment Group is developing a Propulsion Test Sustainment Strategy for the
next 10-15 years. This effort will
encompass a short term approach awarding multiple single order contracts to
resolve specific issues. This will
be followed by a more tactical effort which will include indefinite delivery,
multiple year contracts for repair, maintenance, and relocation of hush houses,
hush house systems, and engine test stands.
The end result will be a PBL contract which will include all the
previously listed requirements.

Based Logistics (PBL) for
Benchtop-Reconfigurable Automatic Tester (BRAT)
Synopsis:
The BRAT® is a collection of Commercial-off-the-Shelf (COTS) instruments and
components installed in a multi-bay chassis.
It supports weapons systems such as the E-3 (the most active program),
C-5, E-4, E-6, E-8, F-15, & KC-135 platforms, supporting approximately 393 Test
Program Sets (TPS). The Air Force has 93 testers in the inventory, but currently
only has 78 testers that are in use for production and as GFE. The contractor
will be provided GFE spare parts, GFE testers, and GFE testers for
cannibalization. The Air Force intends to award a competitive level three
Performance Based Logistics (PBL) contract to sustain the SRU’s used by the BRAT
Testers. Contractor will be required to tackle numerous
SRU
obsolescence issues in the testers that are operated by proprietary software. In this effort, the contractor will
be given wide latitude to sustain the capabilities required to maintain the
testing capabilities of the BRAT testers Test Program Set (TPS) utilized on the
BRAT testers.
The
BRAT® Program Office is working on a possible competitive PBL. Our BCA consists of three
alternatives (traditional sustainment, level 3 PBL, and a level 3 PBL with a TPS
re-host/tester drawdown). Goal is
to award the contract in May 2010.

FY12 Consolidated Automated Support System/Versatile Depot Automatic Test
Station (CASS/VDATS) Hybrid Interface
Synopsis:
The Air Force has a need to develop a hybrid CASS/VDATS interface for VDATS. We envision the effort to start with
a compatibility study between the CASS test station capabilities and the VDATS
capabilities. This will include the
station software, the TPS development software, calibration, station self-test,
and the Unit Under Test (UUT) interface capabilities. The study will also provide details
on how to adapt the existing VDATS capabilities to CASS Test Program Sets (TPS)
that fit within the compatible test capabilities. We are especially interested in the
F-22 and F-35 TPS capabilities that will be jointly shared between the Air Force
and the Naval Air Systems Command (NAVAIR).
The Navy will be using CASS or a CASS compatible tester, such as LM-STAR
or eCASS, for their F-35 TPSs. One
long term goal is to add to VDATS as much of the CASS capabilities missing from
VDATS as is practical. The ultimate
goal is a DoD Common Family of Testers supporting many services instead of
Families of Testers for each service.
Developing hardware and software to adapt CASS TPS capability to VDATS is
a potential Small Business Innovative Research
(SBIR)
project.

As a result of workload realignment from BRAC 2005, the procurement
responsibility for Depot Level Repairable (DLR) items was realigned to the
Defense Logistics Agency (DLA). The
WR DLA Procurement Operation organization was officially established in November
2008. Since that time, the buys for
FY09 resulted in approximately 228 contract actions, valued at $394M, obligating
$233M in FY09 funding, managing 714 contracts, 1356 contract line items, and
improved on-time-delivery from 11% on 30 Sep 08 to 94% on 31 Aug 09. This informational briefing will
provide specifics relating to FY10 projections, small business goals, and
potential opportunities for contractors interested in supporting the Air Force
mission through the DLA.

WR DLA Procurement Operation organization is planning a major Aircraft
Structural Virtual Prime Vendor (VPV) type of acquisition. The proposed acquisition will be

issued in FY07. The acquisition

One of the leading strategic goals of the AFGLSC is to develop a professional,
certified Supply Management workforce. To meet that challenge, we have developed
a competency-based AFGLSC Supply Management (SM) Certificate Program inclusive
of education, training, experience, and assessment requirements. In June 2009,
the Workforce Strategy Integrated Product Team (IPT) initiated a pilot of the AFGLSC SM Certificate Program
